As this photo of a closed barber shop was taken in October along U.S. Highway 321 in Fairfax, S.C., you could see a drug deal going on in broad daylight across the street at an intersection.Fairfax, a rural Allendale County that has lost about a third of its 3,206 population since 2000, has a poverty rate of about 38 percent. The town has twice as many adult males as females.
