Bills target domestic violence, local government

Lawmakers introduced 82 bills over the last week including two targeted at reducing domestic violence. To date, lawmakers have introduced more than 900 bills this session. Significant bills introduced this week include:

IN THE SENATE

00_icon_tallysheetReading plan. S. 364 (Senate Education Committee) is a joint resolution to extend the deadline that requires the state Board of Education to approve a state reading proficiency plan from February to June 15.

University of Charleston. S. 377 (Grooms) seeks to allow the College of Charleston Board of Trustees to create a University of Charleston as a research university.

Homestead exemption. S. 379 (Courson) would overhaul the state’s homestead exemption law to increase the exemption from property taxes from the first $10,000 of a primary residence to the first $50,000 in value, with multiple, complicated provisions.

S.C. State. S. 382 (Matthews) would authorize S.C. State University to institute a mandatory seven-day furlough program. H. 3438 (Cobb-Hunter) is similar.

IN THE HOUSE

Local government fund. H. 3429 (Southard) seeks to incrementally store the Local Government Fund, with several provisions.

Domestic violence reform. H. 3433 (Erickson) seeks major domestic violence reform with tougher criminal offense as outlined in several provisions related to criminal and other matters. H. 3462 (Crosby) seeks to enact the Domestic Violence Awareness Education Act, with several provisions related to providing tools to teach about domestic violence prevention.

School behavior. H. 3435 (Rivers) seeks to enact anti-bullying measures that allow schools to notify parents or guardians when a student has committed a prohibited act, with several punishment provisions for the student.

Mopeds. H. 3440 (Crosby) would require that mopeds be registered, carry liability insurance and not operated on roads with speed limits greater than 35 mph, with other provisions.

Digital assets. H. 3444 (McKnight) would establish a framework for the management and disposition of digital assets upon death or incapacitation.

Gas tax. H. 3445 (Whipper) would add seven cents per gallon to the gas tax.

Accurate info. H. 3447 (Horne) seeks to change law to define “medically accurate information” related to health info taught in school, with several provisions.

Teen dating violence prevention. H. 3458 (Norrell) seeks to enact a law to create an offense of teen dating violence with penalties and other provisions.
