There’s a long list of guidelines, which can be found here, but they essentially urge people or organizations that want to speak to sign up before the meeting.  Speakers will be limited to five minutes and they are encourage to submit comments in writing for the record.

According to a press release, “You don’t need to appear in public to have your voice heard.  You may submit comments or materials via email and those will be given to the committee members.  All speaker’s remarks and materials should be considered to be public upon receipt by the committee.”

The meeting will be streamed live on the S.C. House website (www.scstatehouse.gov) and on ETV.
