The Public Education and Special Schools Subcommittee of the House Ways and Means Committee held one of several hearings to kick off the start of the 2016-17 state budget process in Columbia. Next week holds just as many meetings with lots of people watching what goes on with a $1 billion surplus of state funds pitted against great needs for roads and education.
